LOCALIZATION AT THE HEART OF THE HLPF 2021
With over 200 local and regional delegates and 40 elected officials, the constituency once again showed its commitment to localization at the HLPF.
 
In 15 sessions over ten days, local and regional governments from around the world presented their efforts to put health and life at the center, their contributions to monitoring and reporting on global agendas, and how they place care at the center of all policies.

HLPF 2021 Ministerial Declaration
After negotiations among Member States and various informal consultations, adopted Ministerial declaration of the 2021 HLPF reflects the need to empower local and regional governments within international policy processes, the value of VLRs, and the need for whole of government approaches. 

Specifically, it includes references to the “provision of basic services” (paragraph 5), to the importance of “whole-of-government approaches” (paragraph 22), and a dedicated section of paragraph 38 to the “empowerment of local authorities".
 
 The Global Taskforce of Local and Regional Governments, gathered as the Local Authorities Major Group, participated in several informal consultations of the 2021 HLPF Ministerial Declaration advocating for the strengthening of local public service provision, a seat at the table, and whole of government approaches in the recovery.
