Assoc. Prof. Barış KARAPINAR, lecturer at Boğaziçi University, delivered a talk on “Intergovernmental Climate Change Panel Fifth Evaluation Report: Effects of Climate Changes on Cities, Vulnerabilities and Harmony”,  at the UCLG-MEWA Headquarters in Sultanahmet, Istanbul on 12 June 2014.

Barış KARAPINAR who was the guest of the Local Governments Talk of this month, is one of the writers of Intergovernmental Climate Change Panel Fifth Evaluation Report. In his speech KARAPINAR gave the statistics of the recent years on climate change and discussed the reasons and the possible results of the climate change.

From the 1950’s up to now the world has warmed up 1 degree. In 2050 the world will warm up 3 or 4 degrees, the sea will move higher and agricultural products will become dear %85. According to KARAPINAR, the only way to stop this is to control the greenhouse gas emission.

The report, Climate Change 2014: Impacts, Adaptation, and Vulnerability, is the contribution of Working Group II to the Fifth Assessment of the Intergovernmental Panel for Climate Change (IPCC). It highlights the role of local governments in “scaling up adaptation of communities, households, and civil society and in managing risk information and financing”. This reinforces UCLG’s longstanding position that empowered local governments are necessary to effectively tackle climate change.
