Intergovernmental Negotiation session on the post-2015 development agenda

This week in NYC, UN Headquarters, is taking place the May Intergovernmental Negotiation session on the post-2015 development agenda (18-22 May, 2015).

May session is focused on follow-up and review, which are crucial elements to ensure effectiveness of the agenda and to ensure it will be a learning and improving process through constatly assessment. This will enable nations and non-state actors to report on the actions and critical gaps that need to be addressed.

Member-states have emphasized the complexity of the reporting and follow-up framework, including monitoring, especially with a view to ensuring its universality, but also nationally-owned, based on evidence and data, as well as on a multi-stakeholder and inclusive approach.

The High-Level Political Forum (HLPF) will be the main platform for review and follow at the global level. With that in mind, discussions on its format should highlight the necessity of establishing concrete and permanent institutional mechanisms to enable the participation of civil society and major groups. Especially with a view to suppoting subnational reporting mechanisms, in addition to collaboration and alignment among all levels of government, the HLPF should be able to provide inputs and suggestions to countries, also in terms of defining instruments at the national level.

The Local Authorities Major Group (LAMG) is mobilizing local and subnational governments from around the world on the importance of the post-2015 development agenda. The constituency is discussing how to improve and facilitate the exchange of best-practices among local and subnational governments. Peer-review of subnational practices should provide an important opportunity for collaboration and improvement of the structure in all levels.

nrg4SD is representing the LAMG during this session and delivered a common statement at the Interactive Dialogue with Major Groups and other Stakeholders from the post-2015process. By request of the Co-Chairs, speakers should be also focusing on concrete proposals.
