The OECD and UCLG will co-host the First International Conference of the World Observatory on Subnational Government Finance and Investment, on 17 June 2019 at the OECD Headquarters in Paris.
The World Observatory on Subnational Government Finance and Investment is a global platform for collecting and analysing subnational finance and investment, territorial organization and multi-level governance in 120+ countries.
The Conference will serve as the launch for the 2019 edition of the World Observatory report, conducted with the support of the Agence Française de Développement (AFD), United Nations Capital Development Fund (UNCDF), the Council of Europe Development Bank (CEB), and the Development Partners Network on Decentralisation and Local Governance (DeLoG).
During the event, participants will be invited to discuss the findings of the Observatory; how to make decentralisation work to achieve global agendas; how to make the most of public investment across levels of government; and the challenges, of data collection and management, particularly in the least developed and emerging countries.
Building on the 2016 pilot version of the report, the World Observatory has improved its methodology and expanded the number of indicators. Preliminary results were presented during the first and second meetings of the steering committee of the Observatory, attended by local and regional governments associations as well as representatives of national governments, international organizations; academia and think thanks.
A new interactive web-tool in which the data will be publicly available will also be launched.
