On 29th November in Busan (Korea), the side event of the 4th High Level Forum on Aid Effectiveness (HLF4) on "Aid Effectiveness at the Subnational Level" organized by UCLG, United Regions (ORU-FOGAR), the Development Partners Working Group on Decentralization and Local Governance (DeLoG) and the UNDP took place.
The participants advocated for the importance of adequate decentralisation, strengthened local governance and increased promotion of decentralised cooperation in order to improve aid effectiveness.
The first panel on "The importance of decentralization and the local and regional perspective in the Aid Effectiveness agenda" was moderated by José María Fernández de Turiso, Director General of Development Policies, Government of Spain, and had the participation of Mr. Hubert Julien-Laferrierre, Vice-President of Lyon, Co-president of UCLG’s Committee on Decentralized Cooperation and City Diplomacy; Ambassador Senén Florensa i Palau, Secretary General of Foreign Affairs, Government of Catalonia, Representative of FOGAR; Mr. Serge TOMASI, Director of Global Economy and Development Strategies, Government of France, Representative of DeLog; and, Ms. Sigrid Kaag, Assistant Secretary-General and Assistant Administrator Partnerships Bureau UNDP.
The second Panel on experiences on "What works in the field? Concrete experiences on aid effectiveness at the local and regional level was moderated by Mr. Gustavo Paulsen from Chile of the Observatory of Decentralized Cooperation and had Mr. David Morrison, Executive Secretary of UNCDF; Ms. Gabriela Rosero, Secretary for International Cooperation, Government of Ecuador; and Ms. Amina Rouchati, member elect of the Regional Council Tangiers-Tetouan. The experience of Haiti was presented on video by Mr. Jude Saint Nutes, Director for Local Governments, Ministry of Interior Haiti.
