Decentralization and local democracy - 23/06/2020
COVID-19 has had a strong impact on local and regional governments and has affected electoral processes, meetings of municipal councils and political bodies, and decision-making processes at the local level.
Local and regional governments met in the Live Learning session, organized by UCLG, UN-Habitat and Metropolis to show their political commitment to decision-making at the local level to achieve their role as drivers of change. The solidarity, local democracy, and protection of the common good shown by local and regional governments will be vital to rethink our societies in the wake of the pandemic.

The global Covid-19 pandemic has as a universal health crisis exposed the fragility of our consumption and production patterns. At the same time, it has highlighted the critical role of local and regional government (LRGs) services in times of crisis. Millions worldwide are turning to their closest level of government – their local authorities and their frontline staff – seeking guidance, support and responses to the major threats to their health and livelihood they face.

The COVID-19 pandemic has deepened many of the inequalities of which we were already aware, and has affected coexistence in our cities and territories during the confinement situation. Local and regional governments around the world have been at the forefront in this regard as well, putting service provision at the center, seeking to develop governance that puts people at the center, and of course developing a culture of peace so that the health crisis does not become a social crisis.

The future of multilateralism, as envisioned by our UCLG Decalogue for the post-COVID era, needs a renewed and strengthened World Health Organization that can ensure the needs of communities. In the framework of our Executive Bureau, UCLG held a consultation with over 300 participants and over 50 panelists which counted on the participation of Dr. Tedros Adhanom Ghebreyesus, Director-General of the World Health Organization. In the consultation, which local and regional leaders highlighted how they imagined the world would look like in 25 years, and indeed the need for a true structural dialogue among local and regional leaders and a strengthened WHO was among the key priorities for our constituency.

Within the framework of the UCLG Executive Bureau, UCLG and its Regional Sections UCLG Africa, CEMR, and UCLG ASPAC, as facilitators of the Global Taskforce, held a Ministerial Dialogue focusing on increasing coordination efforts between local, regional and national governments for a more effective implementation of the Climate Paris Agreements. The dialogue was co-organised with UNEP, UN-Habitat, UNDP, as well as ICLEI and the Global Covenant of Mayors, and with additional representation from CLGF, and Climate Chance on behalf of the Global Taskforce.
