Par Philippe Pons.  L’initiative est pour le moins inattendue : établir des liens entre les gouvernements locaux d’un pays fermé et sous le joug d’un des régimes les plus répressifs de la planète avec leurs homologues à travers le monde. Tel est néanmoins l’objectif de la première mission d’information de l’organisation mondiale Cités et gouvernements locaux unis (CGLU), qui s’est rendue fin novembre 2018 en Corée du Nord. Créée en 2004, CGLU, qui rassemble 240 000 collectivités locales dans 140 Etats, vise à promouvoir une diplomatie des villes en encourageant le dialogue et la solidarité entre les collectivités locales.
